I am enrolled in a Graduate program online at a university in Texas. I dwell in California. Would I be required to pay out the non resident tuition charge even if the plan is on the internet and not on campus? I forgot to ask. Please help!

The information really should be very easily located on their internet site, but most probably of course, you will have to pay out of condition tuition.
